Ward panels are organised in conjunction with the Metropolitan Police but run by volunteers, who attend the panel meetings. See the Ward Panel Handbook.

The above flowchart kindly provided by MOPAC shows that there is still a lack of clarity on function of SNB and Ward Panels. We are currently aiming to improve this.
